I am reading forums and experiences of H1B stamping in Canada, they were exempt from interview but the PR card holders were later asked to come in for in-person interview.
Can you confirm if this happen to everyone or did your visa get approved with interview waiver appointment?

Just having PR in Canada I dont think gives waiver from in person interview for h1b, the criteria is separate.
 
PR holder here, I recently got visa stamped with interview waiver at Vancouver Consulate with no issues
