Hello I am submitting this question behalf of my friend , his PR card expired long time ago , no PRTD , but being a USA resident he has a valid ETA , can he fly Canada with that? It’s been 10 years he left Canada though.
How did your friend get an ETA given as PR it should have been rejected. Only PR cards expire, PR status never expires and there have been people here with PR status from 30 years ago who were surprised when applying for an ETA who were rejected. Even after all that time a rejection so for sure after 10 years should have been rejected.
At check in they should see your friend as a PR and expect either a valid card or a PRTD, only exception sometimes are US passport holders but they cannot get an ETA anyway.

He is a green card holder. First he applied for Canadian visitor visa from his home country which was closed with a message that “ we understood that you are a US permanent resident and such as you are eligible to apply for an ETA”. Then he applied for it received it with the validity of 3 years , now he wishes to travel Canada with that . But my concern is will he face any difficulties like as would the PEO ask him about his expired PR card even though he doesn’t mention about it ?

It doesn't work that way. ETA process won't grant an ETA to someone who is still classified as a PR. It doesn't just base this on the applicant's answers - it compares this info against a database. I suspect at some point he actually lost his PR status officially or it was officially revoked. That would explain why the ETA was approved.

Again, US residency is not the sole qualifying factor for eTAs. The system is supposed to verify that an individual is not a PR. We've had people here find out they are PRs who didn't know it until they tried applying for an eTAs.
Impossible for any of us to say if he will have issues at the border. If he's still a PR, then he does not qualify for an eTA. There's certainly a possible element of misrepresentation here since he's aware of his PR status. Hard to say what will happen. If he wants to make sure he doesn't have issues, he should apply to officially renounce his PR status asap.
If they have previously applied for a PRTD and it was refused, I would think there is a significant possibility they have had their PR status revoked (unless they appealed after the PRTD refusal).

You stated he applied for a PRTD and it was refused, presumably for failing to meet the RO. If so, the refusal would have told him to appeal or his PR status would be revoked.

Ah - yeah - that would explain it. Agreed he officially lost his PR status when the PRTD was refused. That's why the eTA was granted. So he'll have no issues entering Canada. But his PR status is gone.
He told me he was a minor when he left Canada and his dad never let him go back to Canada so after finishing his study in usa he went back to his home country and now planned to go to Canada for visit purpose , he told me he didn’t apply for prtd and he doesn’t even know anything more about his pr status only he knows that his pr card expired that’s it and his pr was issued in 2008 so it’s almost 10 years now .
