PR card processing times are different. This isn't worst case. This is best case (i.e. the minimum processing time provided there are no issues). You should also tack on a week for mailing time.
For the last one month, the average time is shown as 21 days. For my case, already 65 days have passed!
Is there any way I could reach CIC to help process it faster? I did provide my friend's address in Toronto but they haven't yet received anything.
Any help from seniors would be appreciated.

consider yourself real lucky if you get it in 3 weeks. For me it is 120 days and still not received. There are a number of cases where it is taking quite long. You can call CIC call centre to check on the status after the 21 day period. The number is available on the web site
My online status did not show any info regarding the PR card. I also was told 4 to 6 weeks, and their processing times listed on line was not accurate. My PR card arrived in ten weeks.

The online processing times are accurate. You obviously didn't bother checking the site again. Processing times for new PR cards have recently decreased.
