Applying through CEC will not affect your work permit situation in any way. If you want to renew your work permit, you will still need an LMO and apply to renew. Another option would be to apply to change your status to visitor while you wait for your PR.
My employer will proess a work permit renewal in Dec 2011.
my concern is in case my employer asks me to go back to my home country, then they will not process a work permit renewal. in this case can i apply for Visitor while i am holding a valid work permit.

If your employer for some reason asks you to go home because they don't want you to renew your work permit, you could apply to change your status to visitor instead of going home. You would have implied status while you wait for an answer.
Yes, change of status has to be done while the work permit is still valid or if you become out of status, you have up to 90 days to apply to restore status and could ask to change it to visitor at that point.
Open work permits are only given out in certain circumstances like:
1) A spouse who is being sponsored inland after first stage approval
2) A live-in caregiver applying inland after first stage approval
3) A refugee at some stage in their process
4) A student who is working off campus
5) A student after graduation (post-grad permit)
6) The spouse or in some cases children of a skilled temporary foreign worker or international student
7) Working holiday programs
I think that is about it. If you don't fall under any of these circumstances, then you are out of luck.
