Hi, I really need a clarity on this. My brother 's work permit is expiring soon but he has work visa until dec 2016.. Does he need to apply for extension of status if he applies under cec before his work permit expires or not? and if work permit expires , can he still stay in canada until dec 2016?

The visa (TRV) only allows him to travel to Canada. The work permit is one type of temporary resident permit. If he wants to continue working in Canada, he has to renew the work permit. In most cases, this requires that his employer obtain a new Labour Market Impact Assessment (LMIA) before he can apply for a work permit.
Applying for permanent residence does not give any status in the country. If he applies for CEC and gets his AOR (Acknowledgement of receipt, usually takes about 2 months) before his current work permit expires, then he would be eligible for a bridging open work permit (BOWP), but he would have to apply for that before the current permit expires.

Sounds weird to me because one should get a work permit until work visa expires. I don't know how this work visa thing works so you guys may know better than me. Good luck with your question.
I agree with Jes_ON as I am in situation...I have visa till 2015 but they issued me work permit only till 2014...so I had to apply for the extension....
