The refusal letter mentions the application fees was not processed and will be returned back.
Still i haven't received the payment back from CIC. does CIC returns application fees for applications refused during screening documents?? how long will it take to get money back?
I am sure they would not have charged your credit card.
But if you have paid the application up-front online then you can just send your completed application again with the same fee receipt.

You can use same receipt in new package. No need to pay again.
If you are planning not to file again in CEC than call their call centre and ask for refund. 8)
between, I would suggest you to change your topic headline from "PR Application rejected due to birth certificate" to "PR Application returned due to birth certificate..". This would help many people to avoid an initial heart attack

I sent Certificate of DoB from Indian Consulate and my College leaving certificate. The problem is that the name on my leaving certificate is B. Anil Kumar , but on my passport it is Anil Kumar Banoth.
They have asked me to submit an affidavit. Could you please guys help me with the format of the affidavit in this case ? Or suggest any other way out ?

2. My father’s complete name is and my mother’s complete name is . Both are citizens of India.
3. I am providing this affidavit in order to verify my birth details, as I am unable to attain birth certificate from the relevant issuing authority and I am attaching notarized copy of my 10th Class (High School) Certificate and Passport as supporting documents with this affidavit.
And I make this solemn Declaration conscientiously believing it to be true, and
knowing that it is of the same force and effect as if made under oath.

I am in the same boat as your case. I want to apply for my mother's PR and she does not have a birth certificate. Also her last name now/on passport is different from what it was on her tenth class certificate.
Did the process of submitting an affidavit work for you? Also did you submit two affidavits for the cause or just one mentioning D.O.B. & last name correction?
