I resubmitted the returned PR application with the processing fees (me and my wife) and also paid the dependants fees again (3 children, including NewBorn ).
In the returned email mentioned below aboout the Fees
"
Regulation (12) of IRPA states: “If the requirements of sections 10 and 11 are not met, the application and all documents submitted in support of the application shall be returned to the applicant.”
As your application does not meet the requirements of R 10 of IRPA, it is considered incomplete and is being returned to you along with your processing fee. A copy of your application has not been retained."
My qestion is, If I paid extra, will they return the extra? (I think I again paid dependent fees )

Yes. In Canada we don't like to take other people's money for free, unless you're a scumbag or work for a company involved in the fraudulent activity that is paid parking.
They said they returned processing fees. Yesterday I paid another processing fees + dépendance fees as I don’t want to delay the process again due payment.

it is not saying the timeframe for returned application fees but only for application reject.

Not sure about that. If you read some posts in this forum, people rather return to their home country or immigrate to other countries. Btw, what's a 90 day parking rule as in Canadian mortgage?
