My application just got refused because of inadmissable they say apply after 2 years probation- conditional discharge right now they cant asses but i got conditional discharge which is not inadmissable when the crime happened in canada so why did they refuse should i appeal?

I was charged with possession of property over 5 but got a conditional discharge...and crime occurred in canada..with 2 years probation i am currently in canada since 2016
