hi can principal applicant apply for pr under fsw category if he/she is on workpermit in another country rather than that of nationality?
can he/she apply from country of temporary residence/

1. Yes, as long as s/he was admitted to that country for a year, s/he can choose the visa office responsible for it.
2. Note that the application goes to Sydney Nova Scotia first.
