I think its just luck sometimes and it also depends on the official in charge of your file. I know somebody who submitted his application October 2020 and have gotten COPR. While those of us that submitted application December 2019 are still waiting to pass Medical. This life no balance at all.
Yesterday I passed the medical exam yay! However they rejected my over 22 year old dependant in my application and my under 22 year old dependant is expected to send her documents to the overseas office. Yay! and nay... I think I also got my eligibility letter but I'm not sure.
It has been determined that you meet the eligibility requirements to apply for permanent residence as a Protected Person. Please note that a final decision will not be made until all remaining requirements for becoming a permanent resident have been met. These requirements include medical, security and background checks for you and, if applicable, your family members. You cannot become a permanent resident until you and all your family members have met these requirements.

Guys what does this mean? Is this DM? What is happening to my application. It is shown as "Approval Letter".
We are pleased to advise you that processing of your application has been completed. The IRCC office in Etobicoke will contact you regarding the finalization of your permanent resident application
IMPORTANT: You and your family members, if any, will be required to present original identification document(s) to the Canada Immigration Centre at your appointment. A final decision concerning the granting of permanent residence status will be made at that time. If permanent residence is granted, the name that will appear on the confirmation of permanent resident document is your name as it appears on your passport or identity documents.
