Actually not. It was 12.9 then 13 and down to 12.4 then 14.1 and down to 14.... it goes up and down.

You need a lot more data to be able to make good stadistitcs. Because you tells you that the person whose application went up to 14 months didnt spend more time than needed in sending their schedula A, or maybe they needed more time to book the medicals, etc....

If you go for upfront you do that in your own risk. If you have family members included in your application then I would suggest you wait, if not, then go for it.
