Hey I got my eligibility completed on 12 July nd got pre arrival letter on 13 but my background processing is still in process. When will I expect my ppr ?

Nobody can give you an exact time. Pre arrival doesn't really mean anything. Have patience, it could be a while yet.

I got my pre arrivals in march while everything was completed (background, eligibility,medical, biometrics) and i havent heard anything since so it it may take a while pre arrivals mean nothing

Got my pre arrival in February 7th, still waiting... although i yesterday theres an update on my track with copr# tho...

mine took only 2 days and i have noticed every one who submitted PR application in 2023 are getting PPR within month of receiving Pre Arrival Letter
