Your COPR is valid till 11th August 2020.
My assumption! Once Canada opens all international flights and all categories of people to enter Canada, then I think IRCC will start sending out PPR's. So keep watching the news, that might be an indicator.
Also, depends on the origin country, many countries have stopped flying outbound flights. Even if IRCC issues PPR, if you are not able to fly, then there is no point.
So 2 points,
1)Canada should start all international flights and accept any categories of persons entering
2) Your country should start outbound international flights.

I live in the UAE and Emirates has launched the flights to Canada and other places already which is great. But yea, I guess we all just have to sit tight and wait this whole thing out.

Just for info, I received the GCMS notes today and I saw that our application was approved and RFV by March-13th.. So it seems that they are not sending PPRs since then, unless we missed the email ...

Called IRCC - Last Thursday and the agent congratulated me and still no sign of PPR.
Canada is opening-up now, so when can we expect?

I called IRCC two weeks ago and they told me everything in my file is finished and no process is remaining they told me the officer should be contacting me soon. Then I emailed Ottawa officr and they replied that my application is in queue for review by an officer. It's been over a week now and no contacts regarding ppr. What should we do in this situation? Everything is just hanging in the air.
Have you raised a web form to check if they have sent you the PPR email, and you might have mistakenly missed it? My COPR counterfoil was also created, but on 30/03; though I doubt they sent any PPR email since it was during the lockdown. However, yours was created before it all started.
