Indeed only possible solution is exempting one who has completed all criteria for copr and allowing them to travel to canada with all possible precautions and tests and quarantine plan .. also the covid vaccine development is giving positive signs. Hope that ircc will find some reasonable solution for all outland applicants as well as inland

Pressure is growing now on Canadian authorities from both future migrants and from economical cercle to resume the program.

VFS has been functional since early August here but no update, don't know if VFS opening is relevant in any way to issuance of PPR, the endless waiting game is still on
VFS may open in India in September. Canadian embassy published the news today on FB.
This is the best news after 5 months for everyone in India.

Not necessarily good news. VFS has been open here in ireland since July, & they still arent issued any PPRs. Myself AOR 9-Nov'19. May was my 6 months. Still no news. GCMS notes say everything is valid. So I am not sure.
Reopening of VFS centers cannot guarantee release of PPRs according to the recently opened centers. Patience is the key, don’t overthink and free your stress by distracting - find a hobby.
Everyone should be expecting delays and travel restrictions for probably the next year. CIC may slowly allow people to land. With school starting people will want to see how that goes first. Would add that people keep arriving in Canada with covid so it is an issue. Travel restrictions may mostly depend on your country of origin versus Canada. If a country has low rates of covid they may be more likely to get permission to travel soon. It is such a fluid situation that it is impossible to tell.

You may be right. However, it is not only about us who all are waiting for PPR. There are couple of friends of mine who all are holding Biometrics for 4-5 months now. So it may be a good news for few and some of us will have to wait for couple of weeks more for PPR/COPRs. Looking at the bigger picture dice has started rolling.
