How could he be full time for a two-year program by taking an extra two years to complete the program? Did he inform IRCC when he changed schools? Assume he has changed his status to visitor and stopped working (if he was).

its a flight training study it depends on weather and other things and he didnt inform ircc changing school and no he havnt changed his status but stopped working and sending them reconsideration through lawyer soon

So he studied at a flight school without a study permit? He studied illegally for two years? How would he be eligible for a PGWP if he didn’t have a study permit. His study permit was based on the first school he was attending so that is why he was refused.

he had valid study permit and he extended study permit 5 times and for flight training school doesnt comes in permit it juz says "flight training in DLI British Columbia"

He should get representation and a lawyer’s advice given he took so long to complete a two year program, changed schools mid-program and needed 5 extensions. Assume he has his commercial pilot’s license.

don't worry. My friend who is an immigration lawyer said that there won't be any issues with the complete PGWP application. As long as your employer accepts your implied status, the later it is approved, the later your PGWP expires.
But still, hope we get ours soon!
