You won't receive pgwp second time. It's the rule which debarrs, only exception being pgwp extension which is not your case

1. Find an employer willing to obtain and pay for LMIA and apply for a regular work permit.
2. See if your citizenship qualifies you for IEC Canada.
3. Go home.

Does my employer have to prove that he cannot find a Canadian or Permanent resident that can fill the position?

But if i have the post graduate work permit the employer DOES NOT have to show that no canadian resident can fill the job??

This is irrelevant in your case. You cannot qualify for another PGWP. You already held a PGWP once and you can never hold one again.
If you want to work after you graduate, you'll need to get a close work permit. To qualify for a closed work permit, your employer will need to obtain an approved LMIA which requires your employer to advertise the job for at least a month to prove no Canadian could be found for the role.
Anyone on here been sucessful going this route with the closed wp?
Check if you have enough points for express entry. Why did you only get one year PGWP?
