Post Graduate Work Permit and Study permit extention

I want to know if I will be eligible for the 3 year post graduate work permit program if I decide to take a one year master degree first followed by 1 year post graduate certificate or diploma i.e 1yr master degree+ 1yr post graduate cert. For example, supposing I take 1 year MEng in Ece at Queen's university followed by a 1 year post grad cert in wireless networking at george brown college or 1yr network adminstration system engineering program at conestoga. I am a Ghanian with Bsc in statistics and computer sc thank you.
