Police Clearance Certificate-What to do if cannot get one easily?

I have been waiting 3 months now for the Royal Thai Police to send my husband his Police Clearance Certificate to us here in Mongolia. I have tried contacting them 2 or 3 times by email with no reply and when I call I'm put on hold. Can I send in the Sponsorship Application and attach the photocopied DHL receipt showing that I sent it in to Bangkok in April and explain that I can send it to them later?? OR must I fly my family to Thailand to get this certificate BEFORE applying to Sponsor him?

Nope you can apply and send it in the most they will do or as far as we seen lately is when they need it they will stop the process until you produce it but of course i would imagine it has to be in a timely manner.
It says that they will send incomplete apps back but as far as people have been saying on here lately they have been getting emails requesting missing documnets.So as soon as you do recieve it i would fed ex it to the visa office asap.
This is just what i have been seeing lately on here.

Finally got an answer to why it has taken 3 months for my husband's Police Clearance to be sent to us. Got through on the phone after countless unanswered emails. Apparently, the international money stamp that accompanied the application that the Mongolian Post Office assured me was enough wasn't. So now we have to deposit money into a Thai Bank Account in order to have it sent. Certainly a bit suspicious because the entire thing is supposed to be free but hey, I don't care at this point!!
