Am an Indian Citizen currently living in the United States with a valid H1B visa.
Following are my queries regarding the PPC:
1. If I get an ITA, should I be getting only the PPC from the Indian Consulate or would an FBI PCC ALSO be required?
2. Since getting the PCC has a little bit of a lead time, does it make sense to apply for the PCC even before getting the ITA? Are there any rules with CIC around that?
1. you should get for both.
2. if you expect the ITA and submission within next 6 months, you can get it now.
If it is a joint application between me and my wife, would I be correct to assume that both of us would need a PCC.
You both need PCC and medicals.
If you have lived for more than 6 months in total since the age of 18 in the US then you must get a PCC.

1. If you are not visiting back India, then get the PCC from there already. It will remain valid as long as you don't visit back until E-APR.
2. If you are expecting ITA and have your file ready. Then apply FBI PCC else wait until ITA
Both of you will need police clearance and medical as well.
