“Within the last 4 years, if you spent 183 days or more in another country (other than Canada), you must provide a police certificate. You must provide a police certificate for each country where you spent 183 days or more.”
I am submitting my application this February 2019. And I landed as PR on November 2015. Do I need to get a police clearance in my home country?

Were you in your home country for more than 183 days in the 4 year period preceding the date of your application? If so, then YES. It does not matter when you landed.

Were you in your home country between Feb 2015 and Nov 2015? If yes, that's over 183 days in the last 4 years so you'll need a police report.
The short answer is Yes unless you have already submitted one during your immigration process. Below is an example from CIC website:
Example 1
You lived in France for one year (365 days) before you became a permanent resident 3 years ago. You did not travel to France after you became a permanent resident. You would answer “Yes” to the question and you would need to provide a police certificate from France if you did not provide one with your immigration application. If you provided a police certificate from France with your immigration application, tell us this in the box provided at Question 10b.

So I have to submit my application on June 2019 then I don’t need to get police certificate anymore from my home country. Is what I have understood correct?

yes, you can wait until the recent 4year timeframe doesn't include a single country with 183 days or more
Hi Friends, have a quick question. I was in Singapore from Nov 2011 till Feb 2016. In March 2016 i moved to Canada. Now i have to apply for citizenship, do i need Police clearance from Singapore?

Now my question is should I get a new police clearance/certificate before I land in Canada since it is expiring this June? Once you have the COPR and for landing purpose you would n't need a Police clearance certificate.
