Police Certificate in USA

I want to know how long is the processing time to obtain FBI certificate and State Police Certificate from California in USA?

FBI takes 3-4 weeks if sent within US. Don't know about CA, but I got my state records from 3 different states within 2 weeks.

you can get it in one week if you request rush service for immigration purpose

just put very close date that you need it back and they will send it fast

There is no need to get individual state police certificates

That is correct, no need to get the report from Individual states. FBI will run for entire US. Usually takes 3 weeks from any where in the US.
