Hello,
Since ITA might be near in the future, and as suggested in the forum, I am trying to collect our PCC. My wife did a masters in the Netherlands in 2009 so we will get a PCC from there as well. 
However, in the country's section it says:
Do I need to provide a Police Certificate with my Application for Permanent Residence? No. Citizenship and Immigration Canada will send you a letter requesting a police certificate 
after you send your Application for Permanent Residence. You must provide that letter when you apply for a Police Certificate.
This is different for USA or some other countries. 
But on the same page it also states that: 
- The official letter from Citizenship and Immigration Canada requesting a police certificate. You can print/scan a copy of this page along with information from either the application kit or any email communication you received from a Canadian Mission requesting this police certificate.
 
I am confused already. What should I do? The above explanation means you do not need PCC from the Netherlands during ITA document collection process?

Get the police certificates you need
You must include police certificates 
when you apply for permanent residence.
Our online system will ask for a police certificate for:
- you and your family members who are 18 years or older
 
- and
 
- every country you (or a family member) stayed in during the last 10 years for 6 months or more in a row
 
You 
don’t need to give us police certificates for any period of time before you were 18 years old or for time spent in Canada.
After you apply, an officer may ask for additional police certificates from any time in your life since you were 18 years old.

So for me , you need to arrange PCC for your wife during the stay in Netherlands in 2009.

It means once you submit your PR application for processing post ITA, IRCC will send you a message/email on the basis of which you should apply for the Dutch PCC.

Thank you. So you are sure of this right since I don't want to ruin the process? So providing the Netherlands part is after their letter, when I upload every document (post ITA).

I would suggest you to wait for the letter from IRCC.

.once IRCC request then only you need to apply seems that point ...
