u won;t believe i have tried 3 times for ielts each time i get 7 bands

i dont understand which way i should prepare to improve my bands

well, yes we can apply for a job in Canada while sitting in our own country, but it is well known fact that to get a job like this is impossible :-[

From this score all I see as a problem is the writing part. You have several options:
1. Appeal against it (but that will not bring you much)
2. Check very carefully how to do writing part. - best are some model examples there. There is whole section on this forum just about IELTS. And btw that score in writing is actualy CBL 7.

No he will not.
1. you do not know amount of his studies or work experience to assume that he could cash 25 points for education and 25 points for work experience with language
2. you also need 8 or better in reading to get the CBL 9 or better there. And he has only 7,5
