VO may ask for updated bank statement in case of any change in family structure (addition) like when you submitted your PR application family consists of 2 member and later there is an addition to your family such as new baby born in your family and total sum of your previous bank statement is not sufficient to meet the minimum required funds as defined by CIC.
In 2nd scenario, if your financial statement is reasonably old and VO doubt on funds availability, he/she just want to be sure.

PR visa validity normally 12 months from date of your medical but may vary ( less than 12 months).
for express entry applicants on average 6 months and old stream 15-18 months.

immigrant visa applications for entire middle east being handled in Abu Dhabi. So, your application will also be processed in Abu Dhabi. How quick your application be processed, it's not easy to say, it vary case to case basis but waiting time at Abu Dhabi VO is not much long.
