I paid the RPRF ON 14th Feb 2017. In MYCIC it shows the documents sent by us have been uploaded. But no other confirmation email or msg has been sent . even I am worried about it.

In my ecas and MYCIC there's no progress at all. Background check also not yet started for me. When did your background check change to in process in MYCIC?

Yesterday April 23, i checked MYCIC
BG check - we are processing your application
Final Decision - your application is on progress
I knew one from Philippines visa Office is also in ADVO and he took medical a week after
Scheduled medical, and yesterday he received his passport request

And about the timeline i guess its related to the NOC somehow as you also recd the medical request almost 38 days later than me and Solimane still you got the decision made before us while our background check has not even started.
So I am assuming they are processing on the NOC priority base.(am not sure though)

I have received a letter from them a month ago asking for RFPR fee and Dubai police clearance, however I took long and did not send it to them yet .
They were processing my case soooo long that I settled down in US and not sure planning to continue with immigration to Canada.
Maybe I will still finish it, just in case. Thinking to pay RFRF now and send them PC.
