Today I called IRCC and asked an agent about my application. They replied:
Eligibility - Passed
Criminality - Passed
Security and Medical - not started

I think they might have changed their procedure that security goes before medical, in case medical result expires.

How you ask them about this as If i ask them the status, Cic rep says they don't know.

yes for outland as well your file will move to your country local visa office ie for north indian its delhi

Yes, I agree with that. For applicant in 2018, they all get PAL at last.

Express entry processing time is just 6 months and right now PPR issued for September 2019 express entry profile

Yes, I agree with that. For applicant in 2018, they all get PAL at last.

i got my medicals done in OCt 2019 and nopt recieved the PAL yet
