In May-August, OINP was suspended. Hence less PNP paperbased applicants during those months. That sped up the processing for those who applied early this year.
Lots of OINP got approved lately. Visa officers probably busy working on these new applications now.
That means, back to normal processing time.
You can do the medical exams upfront, but they are valid for one year. The processing time is still 18 months so there is still a chance the medical exam expires before they ask. Maybe you can wait like 4 or 5 months to do the medicals.
