As per my understanding you are in the right direction but your UCI point confused me too. Did you check with anyone else ? You can put your query on July- Aug- September 2016 topic where most of the people have already received their PPR. Check with them if they have received the same letter. Let me know as well I am wrong.

Since the single PPR email sent to our principal applicant requested us to include all passports for principal applicant and any dependents, we mailed in it all yesterday. It seems highly illogical for a second PPR email to be sent with another passport request for our dependent, so I think we are good.
Oh,and my UCI point was just that only our principal applicant had the UCI number listed, not the dependent. That said, on our myCIC account, our application number lists both UCI numbers.

I am not sure about it but still I would clarify the same thing.
Has your brother included his wife since the beginning or later at the end of the process? Sometimes it happens just like medicals that only principal applicant receives the request (if you add your wife later) then you have to check with CIC when they gonna be sending you your spouse medical request.

I just called CIC for last week background check in process status and they said that its just glitch they haven't started any background check on my application. I am 7th Dec, 2016 applicant. AOR 6th Feb, 2017, Med passed on 15th Jan, 2018. Waiting for PPR..

yup, don't know how long they gonna take for PPR..I asked them but they said they dont know how long it takes from medical to PPR, they just said that processing time for all the applications are 18 months.
