This time I paid 550$ online, printed the receipt, filled in the payer information. Attached it along with explanation letter that my application was returned due to payment issue and now Im enclosing a new receipt. But I also enclosed the highlighted paper from cic where it was written why its returned and I think (not sure though) I attached old payment form to show what was wrong. Dont know why the hell I did it. Now Im thinking that can be a problem. What if the officer wont read my explanation letter about new payment.
I also starting to think that I attached more pictures as required (left one blank though as it should be). Im starting to think what could have happened again. Cant wait till morning 8am to call them.

the officer in centralized intake office are getting paid to assess our files completeness. I don't see any problem if you attached an explanation letter with application ( which wasn't necessary at all.) Enclosing another fee payment form Certainley a possibility of misunderstanding about payment but if officer read your explanation letter properly it won't be a problem.

Simply by reading that people who applied may 1st getting xep means my application again is not completed/whatever.
I think this scenario can help us to understand why sometimes CIO send Direct EP and sometimes they send XEP AORs:
1) If processing time for one application be less than 60 days then they send direct AOR.(All Outland after MAY 2015 received applications by CIO fall into this category.
2) If processing time for one application be more than 60 days then they send first XEP and after one months they send EP AOR.(All Inland applications and also those Outland applications submitted before MAY 2015 fall into this category)
