My file which has been transferred to Ottawa July 2019 has been under review since 15th Nov 2019. I got an emakl from MP's office saying that it takes about 12-18month to process again. My file was in CIO for about 2 years before it's transferred.

That's what I was told by IRCC. What they said was if applicants are requested additional documents or the file needs a further review, then normal processing time doesn't apply to these cases. My file transferred to Ottawa for the further review and I was requested the additional document. This is bullshit as far as I'm concerned.

Thing is IRCC don’t consider PNP paper based applications as priorities. So, we who applied under it are considered to be mostly inland and can afford to endure the long time. Hence the initial 19 months application time, while express entry is pegged at 6 months minimum.
Mine was Oct 2017 and I am still here waiting for the PPR email.

Comprehensive Security Screening ( CBSA note) Started at 2019/08 , means 2 month after expected completion date ! !!
