I don't thank there's any email to notice you that they receive your package. The only email they send is the AOR email.
When your package is delivered and signed by someone from CIO, you know the package is delivered successfully and the only thing you can do now is to WAIT...
Sign into you CIC account > find "Link an existing application to this account" > Select the category (Permanent Residence in our case) > Select Sub Category (Provincial Nominee Program) > fill out application and applicant details > the system will look out for your info.

Just linked my paper based application. Delivered on Oct 31 2016.
For the # of family members, many people said just to put "1" for whatever the family size. I used to put 1 but failed to find my application. This time I used 2 (my spouse and I) and it works ! Bravo !
