VO is not determined by country of citizenship but by country of legal residency. If you're US citizen legally residing in Australia, your VO will be in Australia. I'll assume you're resident in the US. US residents use the Ottawa office just as if you're in Canada.

I heard that they processed long awaited Jan 2014 applicants.
Any opinions on Express Entry System ?
