PNP Paper file under International Student stream or Express entry

Hello Everyone,

I have question regrading PNP paper file under International student stream. I have OINP nomination and for federal I have to apply which will take 20 more months my work permit ends in March 2020 . On the other hand, my express entry points will be 436 in july 2019 . Can I apply on both the sides, for Federal of PNP which takes 20 months and Express entry ?
