Security will be started if your eligibility is cleared by the visa officer. From your snippet, I can see that the final nod hasn't been given yet by the officer. Your eligibility should be "Recommended pass" I guess and will be through anytime the officer picks your file.
Hopefully the final nod will happen soon, I'm quite glad to see from these notes that there has been some activity lately as I haven't seen any GUs at all.
I just received my GCMS notes I'm not sure what it all means but towards the last page there was a statement saying all my references have checked out and I also found a review by Case processing Agent: I have reviewed this application based upon the documents submitted by the applicant and the information contained in the file and note the following. RECOMMENDATION: A11.2: MET R87: APPEARS TO MEET R75: APPEARS TO MEET R76: Selection Criteria - FSW POINTS: APPEARS TO MEET R76: Selection Criteria - FUNDS: SETTLEMENT FUNDS ARE MET MEDICAL: ALL VALID Ready to Finalize.
Sounds pretty good to me from what I can tell there is just security left to go.

I received GCMS notes last week and I have the exact same statement mentioned as you by the case procesing agent. From the posts I read, none of the Feb applicants security is initiated.
I think this statement by the case processing agent gives some ray of sunshine regarding our application.

In most cases, the visa officer will go with what the Case Processing Agent's recommendation. This means it's possible the Officer raises questions - though it rarely happens.
On the ASSESSMENT in page 2, the eligibility is always either Passed, Recommend Pass, Met, Review Required, or Not Met

That is a rare possibility where he will overrule the case processing agent's review. Mostly, the visa officer will go with the agent's comments only. Going by the trend, may be you must be next in the pipeline to get the PPR.
Looks like they have a plan for PR. Patience is the key for us as they have started issuing PPR's to other countries. It's easy to say, we have no other option but to wait and not panic about this news on the travel ban as the non-essential travel is also included in this. Hope we all are aware that the students have travel exemption now and all IRCC need to do is to change the March 18 rule for us.

From what I can gather 'Currently Valid' can mean 'passed' or it can mean 'recommended passed'.
Web forms don't really give an exact picture you should order GCMS notes if you want better information.
