Based on the websites mentioned above, I think we can apply to multiple provinces only in case of Self Apply scenarios.

Guys, key question if you will.

Say im in the EE pool, and choose 4 provinces i want to live in.
Is it a must to directly apply to these 4 provinces, or is it enouh to indicate that
Im willing to move there and hope one of them would nominate me based on my indications to move there in the EE profile, without the need to directly apply.

Is it compulsory to have a job or a job offer to qualify for PNP in NL?

Self Apply is the applicant can file a PNP request without a job offer. This can be via a business investment, or Student or farmer or any other tradeswork. For the rest we need a job offer to apply. For steps to apply we need to refer to the links mentioned.
