This is really absurd. A friend of mine that applied 3 months after me got his PPR 2 days ago. CIC is just not consistent at all.

I called cic a couple of times and every time I was told something different about processing time. It is the matter who you talk with. I remember once I called them and agent told me that 17 months processing time starts from the time Ottawa receives applications. Last time when I called I was told something different. The agent told me to call them if I do not hear anything from cic by the end of May. Also all my friends got their PR in 17 months or less since their submitted their application to CIC Sydney

You can order GCMS note to see what had happened. I ordered once every month and it helped me to know the progress of the application, such as on hold for Ontario PNP or an extended medical request sent to the Medical Office...

They told me the same... That it was 17 months after ottawa received...
I told the guy that was bullshit; the web page says 17 months after received by CIC, not a single office... So he send me to the supervisor and the guy agreed with me, so the sent an email to Ottawa asking what are the reasons for the delay... Lol... Going after the bullshit the agent told me, i was actually getting somewhere

This is the letter I received from my MP. Do you guys know what does "positive selection" mean?

"I spoke to CIC regarding your permanent residence application which was received on January XX, 2014. A positive selection has been made on March XX, 2015 and your medical exams are valid till February 2016. The background checks have been initiated , but CIC is waiting for the results of the investigations. Please note that, the average processing time for these types of applications is 20 months."
