My CRS is 390 with NOC code of software engineer, is there a possibility of getting nomination from any of the province?
Is it true that CRS score does not matter for PNP ? I have also read that OINP needs a CRS score over 400.

CRS score still matters for many PNP programs.
For Ontario, you need a score of 450+ to be selected. So this province is not an option for you.
Research the Alberta PNP program. This might be an option.
You should also try to increase your CRS score.
