PLS HELP. CIC asked for a second medical

I applied for my student visa by the end of January 2017. And I did my medical on 05 OCT 2016. And I did send my medical report with the visa application. However, earlier this week , I was contacted by CIC that they want another medical. So I wanted to ask that what does this indicate of CIC wanting a second medical. Ive heard that medical call is always a good news, but what does a second medical call mean?

4 month old medical! Probably that's why it was not acceptable.

Medical Reports done at Panep Physicians provided by CIC are valid for 12 Months dear.
So 4 months is not a big deal.

Yeah I know medical is valid for 12 months. But mine is 4 months old. Is that the reason they asked me for a new medical?

I am sponsoring my husband from UAE, his first medical got expired they asked us for the second one I believe in mid july and they have recieved it. I would like to ask how much time they take after receiving it? Like my online status of PR is still in process and its been a month now. How much time they would take for the decision made approximately? Can anyone tell me?
