As far as I have read on IRCC website, there is no special consideration for lawyers or consultants even from Canada. I have hired an immigration consultant from Canada actually. These guys will help you in putting a strong application but there is no guarantee. But lets see what others have to say..

Hiring a lawyer only help you to prepare a stronger and more logical application. You don't get any "higher acceptance rate" cause that term on its own has not much meaning. As being said, there is no guarantee and keep in mind that you are responsible for your application with or without a lawyer's involvement.
It depends on the reason for refusal. If it was on a bias ground higher success rate.
If not you need adjust your application and correct some things.
