Please can someone help clarify. When a principal applicant lands before his family, he needs to declare the amount of money he has, when the other family members land will they also need to declare any money ?

The principal must declare the whole settlement funds for the family when s/he lands. The family arriving later doesn't have to show settlement funds.

if you have a connecting flight in USA you will need a US visa for that.
USA doesn't issue a transit visa for connecting flights anymore.
I thought you'll need a visa only if you are getting out of the airport.
if you come from a visa exempt country like japan or korea in asia, then yes you don't need a visa to enter the us.
if you come from china. indonesia or philippines, you need a visitors visa even if you will just stop in the airport in the us. they have stopped issuing the transit visas in 911.
