My student visa under SPP has been refused once & I have few questions :

They said that i did'nt submit my IELTS test result in order to assess my language capabilities to them..
That's why they are refusing my student visa under section A11(1).
will you please help me that what should i do now?

My student visa for canada got rejected yesterday. The rejection was due to subsection 216(1). It states :
I am not satisfied that you'll leave canada at the end of your course.
Is there a problem wit my SOP or FUNDS??
