Anyway thanks for everyone for their advice and comments. May be in future I will share good news here. Now I will try to take GMAT 700+ and IELTS more than 7.
Please remember when going forward you now have to include your two refusals when applying for any permit or visitor visa. The UK, US, Australia, New Zealand and Canada. Also the suggestions were to improve IELTs scores, take GMAT and apply to MBA programs in a public university. No one told you, you had to go to U of T. There are other good MBA schools in Canada.
Now I searched some pubkic universities and found Ms of Economics at University of Windsor, among world top 700, eligibility criteria is minimum 70 gpa and IELTS 6.5 which is suitable for me. Also I have 3 years of professional work experience and reference letters of international experts. Can I hope they accept me to their university as I have a bachelor of International Economic Relations.

You crapped all over Canada yesterday and said you were going to Germany. You said Germany treated people better. And you still want advice after that. You can read all the U of W requirements without help from us.
To say honestly, after one more careful thinking, I admit I have no other choice except Canada. Australia is closed now due to covid 19, UK has corona crisis, Germany wont improve my english, I dont like US because it is so crowded and there are too many illegal immigrants.

One more advantage from applying to Canada is my fingerprints and photo already taken, and I have pay only visa fee 150 cad for applying. If I try other country I might lose another 3000 us dollars.
