Please help about offcampus work permit eligibility at this point

hi folks ,

If an international student switches from one university say withdrwa from current uni on 15 th june ,as she got admission into the other university.She will get registered on July 5th in to the other one ,once registration for the fall term starts (so i can see a 3 weeks gap).Although i have been given conditional admission in the other university but i am not yet registered there .
so can i work during 15 th june and 5th july? on OCWP
coz the CIC says u cant ,may be i am not interpreting the situation correctly
please help seniors

If you are not a full time student of any university during this time then you can not do work.
