We can't magically tell you which university / programs you opt for. You have to decide that for yourself. The only thing that I could tell you is, do apply for Masters program and not for Post-graduate Diploma/Certificate because your application will be denied. You already have an MBA, so whichever program you select SHOULD be in-line with your previous education AND work experience and it should show a significant career/education progression.

Research online and you will find a lot of universities with masters in business and finance. Look at admission criteria for each of the program as well as minimum IELTS requirement. 2.8CGPA isn't a lot so you might be limited with options as well. After research, compile a list and then may be get an opinion of programs and institutes repo from members here.
