I guess she wanted to ask why outland is faster than inland.
From the immigration perspective outland application makes people separate so they have priority to be reunited. So Inland do have advantage to live together already, that is why those cases takes in general longer.
There is nothing like sponsorship in Canada when it come to work - at least not in the sense what is in USA.
Now on one hand there is no selection for the yearly quota for that year.
Instead of it there is the LMIA process or NAFTA treatment (albeit this one is limited to the certain professions only). LMIA is the part that has to be done by employer. And simply said, they do not like to do it (it is time consuming, somewhat costly and the result is uncertain).
Employer has nothing to do with your PR application (at max somebody can call them to verify if you work or worked there but that is all).
And having LMIA and closed work visa tells also nothing about your chances to get PR (especially your nationality has nothing to do with it).
If you want to live together the best way is he spousal sponsorship. Once you get that BOWP (bridge over work permit) while your application will be running, you should be able to find survival jobs at very least.
The cost difference between supporting 1 and 2 people in 1 apartment / house is not that big. Plus your savings should help while waiting for the work permit.
