Hi, has anyone applied through the AI stream for Quebec graduates? Do I need work experience for this stream if I have a PhD from a Quebec university?

I have submitted a csq application in the pilot program of AI and IT:
7-March-2022: Submission
9-March-2022: Test des valeurs
11-March-2022: En attente de traitement

Nothing after that? is anyone in the same boat, I tried calling MIFI 10 times during these 2 months without any help.
I knew a friend who got his request approved in 8 days

May 31st - submission of forms and payment
June 01st - Test des valeurs
End of June (can't recollect date) - En attente de traitment

I did see a note on the site saying this --
As of June 30, 2022, the maximum number of applications receivable for the period from November 3, 2021 to October 31, 2022 for candidates in the Francization Profile of the Information Technologies and Visual Effects stream has been reached.

I applied in the francophone profile. This stream should have not reached the maximum number, but it is still slow. I submitted in April, now still En attente de traitement.

August 11th - submission of forms and payment
August 18th - Test des valeurs
September 15th - En attente de traitment

Seems so many people are waiting!
Do you know what would be the next steps and how long would that take?
