Her TRV is being handled by the Moscow visa office as she is a Russian national. However she is strongly against the war and is currently outside Russia and does not plan to return.

Same situation here. On the TRV application they are asking: "What is your current country/territory of residence?" Should we put Russia since that's her official permanent address, or the country she's visiting as a tourist at the moment?
