hi, i am an international student currently enrolled in one year postgraduate program at northern college at pures. My question is that now if i do only certificate(not postgraduate) course of one year.will there be any problem in getting three year work permit,as i will do lower level of course than previous

No it has to be higher level then your post graduate certificate. Otherwise CIC will only count one year validity using only your certificate
