PGWP to Farm Worker to PR? Possible?

So my bro in law is planning to come here for a 1 year post graduate program. We are thinking of ways to get him PR. Can he go work for a farm during his one year PGWP then apply for PR? Is this at all possible? If not what should we do?

Why a farm worker why not a skilled job, noc 0,a,b for Canadian experience as that would improve odds and required for CEC program for example.

Going the farm route would probably need to be some farm management role as opposed to a farm worker.
