PGWP / STUDY PERMIT AFTER TRANSFERRING PROGRAM

Hello guys i hope you are doing fine. I am currently in my second semester for culinary management, but i decided to withdraw from it and just take a new program to be eligible for pgwp. Because i took 1 year unauthorized breaks in culinary management that won't let me get pgwp. Do you think if i apply to a new program and finished it without breaks i would be able to get pgwp?

If you attend a DLI with PGWP full time with no breaks then yes.

So i'm going to withdraw from culinary management in humber college, without finishing it. Then i'll start a new program at Humber college too and complete the new program without breaks,so i will be eligible for pgwp? Or if i applied for pgwp, would the officer ask me about why i didn't complete the first program that i take?
